An official visit by the President of the NOSTROY Association of Russia is planned

To the attention of the Heads of Construction companies and enterprises producing building materials!

During the period from December 10 to 13, 2022, in the city of Dushanbe an official visit will take place by the President of the Association «National Association of Builders» (NOSTROY) of the Russian Federation, Mr. Glushkov Anton Nikolaevich

During the upcoming visit, meetings are planned with the heads of sectoral ministries and agencies, including:

• The Ministry of Labor and Social Protection of the Population;

• The Ministry of Industry and New Technologies;

• The State Committee for Investment and State Property Management;

• The Committee for Construction and Architecture;

• The Chairman of the State Savings Bank «Amonatbank»

as well as with the heads interested in cooperation - the heads of major construction companies of Tajikistan.

The visit is being organized by the Association of Developers of Tajikistan, under the leadership of the Chairman of the Board Muzaffar Isakov, with the support of the Trade Representation of the Russian Federation in the Republic of Tajikistan - headed by Korenkov Evgeny Anatolievich.

During the official visit of Glushkov A.N., his meeting will take place with the heads of major construction companies of Tajikistan interested in implementing joint projects in the Republic of Tajikistan, as well as intending to carry out their construction and trade-economic activities on the territory of Russia and other CIS countries.

The Association «National Association of Builders» (NOSTROY) - Russia’s largest association of self-regulatory organizations (SRO).

NOSTROY unites more than 98,000 (Ninety-eight thousand) construction companies within 226 SROs in 74 constituent entities of the Russian Federation, including the Republic of Crimea.

The National Association of Builders was created on November 10, 2009, by decision of the I All-Russian Congress of Construction Self-Regulatory Organizations (SROs) in accordance with a direct provision of the Urban Planning Code of the Russian Federation.

Anton Nikolaevich Glushkov was elected President of NOSTROY on April 22, 2019, at the XVII All-Russian Congress of Self-Regulatory Organizations in Construction – 94.4% of the Congress delegates with the right to a deciding vote voted for his candidacy.

The President of NOSTROY is the sole executive body of the Association «National Association of Builders».

Today NOSTROY is one of the key expert platforms for discussing topical issues of the construction industry.

Within the framework of the work of the Technical Council, the Expert Council on issues of improving legislation in the construction sphere and the Scientific-Advisory Commission of NOSTROY, as well as the committees of the national association, SROs and construction companies, together with state authorities, public organizations and representatives of the professional community, develop collegial decisions on the reform and development of the construction sector.

Since 2015 NOSTROY has maintained the Unified Register of SRO members, and since 2017 - the National Register of Specialists (NRS).

As of December 2022, nearly 258,000 (Two hundred fifty-eight thousand) qualified managers and specialists of the construction industry are included in the NRS.

By order of the Government of the Russian Federation, NOSTROY has been designated as the organizer of the National Professional Skills Competition «STROYMASTER» and the Professional Skills Competition for engineering and technical workers in the construction sphere.

By decision of the National Council under the President of Russia for Professional Qualifications, since 2014 NOSTROY has been vested with the powers of the Council for Professional Qualifications in Construction and develops professional standards in the construction industry, and organizes the independent assessment of qualifications in construction professions.

In August 2020 NOSTROY, together with NRU MGSU, conducted the first examination for assessing the qualifications of specialists – this experience was scaled across the whole country.

Now in 64 constituent entities of the Russian Federation there are 70 Qualification Assessment Centers (QAC), 142 examination centers (EC); more than 2,000 examinations in trade and engineering qualifications have been conducted.

On the initiative of NOSTROY, amendments were adopted to the Urban Planning Code of the RF, thanks to which since 2020 construction companies – members of self-regulatory organizations can make use of loans from the SROs’ compensation funds.

In the spring of 2022 NOSTROY, with the support of the Ministry of Construction of Russia, launched the Import Substitution Catalog – an electronic service for the quick selection of analogues of building materials, products, equipment, machines and mechanisms of foreign manufacture on the territory of the Russian Federation or friendly states.

The catalog contains more than 2,000 items with selected analogues.

Today, 55 engaged experts take part in the preliminary review of the submitted applications – these are representatives of construction organizations and manufacturers of building materials.

Under their review are 481 applications to supplement the Catalog with domestic analogues of imported materials and 32 applications for the search of alternative products.

NOSTROY, on the instruction of the Ministry of Construction of Russia, conducts on an ongoing basis the monitoring of the country’s regions’ compliance with federal legislation in the field of construction, including Resolution of the Government of the Russian Federation No. 1315 (revision of the cost of construction contracts in connection with the rise in prices for building materials), Resolution of the Government of the Russian Federation No. 331 (mandatory application of TIM in construction when concluding state and municipal contracts), and Federal Law No. 494-FZ (implementation of the mechanism of comprehensive territorial development).
